A rare November Gulf hurricane is expected to form this week

NEW ORLEANS (WVUE) – Showers and storms are organizing over the south-central Caribbean in what is likely to be Rafael by Monday. In the 3 p.m. Sunday advisory, the National Hurricane Center released the first cone for Potential Tropical Cyclone 18. It predictss strengthening to a hurricane by Wednesday, then weakening to a tropical storm with a path through the Gulf, heading in the general direction of Louisiana.
