An initiative on the November ballot would change how the city of Stockton resolves collective bargaining disputes with its police and fire unions.
Measure N, also known as the Keep Stockton Safe measure, seeks to amend the city charter to change the process for resolving disputes related to the compensation, benefits, and other employment terms for police officers and firefighters from mediation to binding arbitration.
Currently, the city charter allows for mediation to resolve disputes during contract negotiations with public safety unions. If Measure N were to pass, the city and the unions would be required to pursue binding arbitration if they reach an impasse during contract negotiations.
That means disputes would be referred to a three-member board of arbitrators — one member chosen by the city, one member chosen by the union, and one neutral member — that will resolve any difference between the two sides. The decisions of the board would be final and binding.
