SALEM Ore. (KPTV) – A Salem man “considered a violent offender” is wanted for kidnapping and domestic violence charges, the Salem Police Department said on Thursday. According to police, 44-year-old Javier Banuelos Munoz, Jr. has an outstanding parole violation warrant from the Oregon State Parole Board and is wanted for charges of first-degree and second-degree kidnapping.
