City Council President Helena Moreno has made it official: She’s running for mayor of New Orleans. Moreno made that decision months ago, according to disclosure forms she submitted in late August to the Louisiana Ethics Board. Under a section of those documents where candidates note the office they are seeking, Moreno wrote: “Mayor, City of New Orleans” on one form and “Mayor, New Orleans, citywide,” on the other.
