Voters in the city of San Diego do not appear to be sold on the one-cent sales tax that was on their ballot. It is failing by a razor-thin margin as of Tuesday. The city’s Independent Budget Analyst (IBA) said the lack of new revenue would put the city in a tight spot come budget season.
