Louisiana House Passes SB2, Expanding Courts’ Ability to Send Minors to Adult Prisons

The Louisiana House of Representatives passed Senate Bill 2 (SB2), a controversial measure that would expand the ability of courts to transfer minors to adult prisons for certain felony offenses. The bill, authored by State Senator Heather Cloud, received a slim majority of 70 to 25 votes and will now move to Governor Jeff Landry’s desk for approval.

If signed by the governor, the bill will require public approval as a constitutional amendment in the March 29, 2025, election.

Supporters of the legislation, including Rapides Parish District Attorney Phillip Terrell, argue it provides a necessary tool to address violent juvenile offenders. “This afternoon, Rep. Debbie Villio successfully carried Senate Bill 2, which passed off the House Floor. The bill was minorly amended to ensure that only felonies can be transferred to adult court under Children’s Code Article 305,” Terrell stated. He added, “This is a great step toward protecting the citizens of Rapides Parish and the State of Louisiana from violent juvenile offenders.”
