TOLEDO, Ohio – Police responded to the Ottawa Cove apartment complex in Point Place Thursday afternoon due an incident Toledo police described as a barricade. Toledo police on scene told WTOL 11 they responded to the apartment complex around 1:30 p.m. regarding a male in crisis. Negotiators were called to the scene and police established a line of communication with the person in question.
