ST. PAUL, Minn. (FOX 9) – St. Paul police took three people into custody after a reported kidnapping turned into a SWAT response. Police say they responded shortly after 2 p.m. after being tipped off about a possible kidnapping at a residence on the 700 block of Payne Avenue, just steps away from the Eastern District police station.
