Offshore wind proposals saw a few major developments in the past few weeks.
On Monday, Jan. 6, Gov. John Carney, Delaware’s environmental department and US Wind signed agreements related to the proposed offshore wind project off the Delmarva coast.
Meanwhile, in late December, US Wind’s subsidiary company filed an appeal in Delaware’s Superior Court challenging Sussex County Council’s Dec. 17 decision to deny the company the permit that would allow construction of a substation crucial to the offshore wind project.

Here are the details on the appeal and the recent $128 million agreement.
What is the agreement?
US Wind has proposed building up to 114 wind turbines off of the Delmarva coast, about nine nautical miles off the Sussex County coast. Part of this project involves connecting the wind turbines onshore with underwater cables beneath the 3Rs Beach parking lot in Delaware Seashore State Park.
In January 2024, the company presented its proposed community benefits agreement to Delaware’s Association of Coastal Towns, which includes a stream of annual $100,000 payments over 20 years to each town.
