ST. LOUIS, Mo. (First Alert 4) – The man who admitted to throwing rocks off an Interstate 64 overpass has been given a suspended three-year term and placed on probation.
Phillip Carter, 39, was indicted on 22 counts of assault, armed criminal and property damage. On Jan. 3, he pleaded guilty to four counts of second-degree assault and four counts of property damage.
Carter reportedly threw rocks at cars at or near the Hampton Avenue overpass in January and February of 2023. The rocks hit passing cars, but no injuries were reported…
