Man gets probation for throwing rocks at cars on St. Louis highway

ST. LOUIS – A man who admitted to throwing rocks at cars from an overpass onto Interstate 64 in St. Louis has been placed on probation.

Phillip Carter, 39, pleaded guilty on Jan. 3 to four counts of second-degree assault and four counts of property damage in connection with several rock-throwing incidents.
