Richard Joseph Levine, 61, of Dallas, is accused of collecting three different payments of $9,000 from the victim and failing to build out a garage into a livable space with a bathroom and kitchen at a residence at 4573 Govanett Road in Powder Springs between Aug. 6, 2024 and Nov. 5, 2024, according to an arrest warrant from the Cobb County Police Department.
Levine collected payments on Aug. 28, 2024, Sept. 11, 2024 and Sept. 27, 2024 for various building materials that included drywall, flooring, sump pump, mini splits, cabinets, toilets, paint and finishing touches. Levine has also refused to refund the money or provide the allegedly purchased items, according to the warrant.
Levine is charged with theft by conversion payment/property improvement theft. He was arrested on April 4 at 11 a.m. and booked into the Cobb County Adult Detention Center, according to jail records…
