Some Toledo water customers confused after getting multiple bills in 1 day

Thousands of Toledo water customers received multiple bills on the same day with little explanation from the public utilities department, which The Blade estimates cost the city more than $60,000 extra in postage alone.

Judy Bashforth, of Springfield Township, said she received four letters from the department in the mail on one day last week.
