TxDOT can make contractors pay for delays. Instead, it wiped nearly have of those charges away

HOUSTON — For decades, Kent Edwards has made a living brining the past to life.

But his business of repairing luxury classic cars has been slowly dying, all because of a TxDOT construction project outside his shop on Hempstead Road. Orange cones and barricades reading “road closed” have choked off easy access and cut deep into his bottom line.

“Delay after delay after delay after delay,” Edwards said. “We can’t do what we need to do. I can’t sell it. I can’t rent it. I can’t do anything with it.”…
