VIRGINIA BEACH, Va. — A woman is facing charges for a hit-and-run incident Wednesday night.
Police said 45-year-old Katrina Foell hit someone in the 4100 block of Thistle Circle, not far from S Independence Boulevard, around 11:45 p.m.
