Officials with Howard Hughes are threatening to take action against Conroe regarding the continued development of The Woodlands Hills, claiming the city has ignored their request for a waiver under its building moratorium after denying almost a dozen building permits.
The concerns by Howard Hughes come as the council unanimously agreed Wednesday to extend the building moratorium another 120 days.
