HARRISBURG, Pa. — On April 1, 2025, Pennsylvania began to charge electric vehicle and plug-in hybrid vehicle owners a yearly Road User Charge (RUC), thanks to the Act 85, later amended by Act 149, bill passed by the Pa. General Assembly and signed into law by Gov. Josh Shapiro.
The act was signed into law in an attempt to modernize how electric vehicle (EV) and plug-in hybrid vehicle (PHEV) owners support road and bridge maintenance.
