Dallas admits ‘failure,’ will sell unused permitting building after spending millions in upgrades

DALLAS — The City of Dallas is admitting “failures” and will now attempt to sell a languishing and mostly-unused office tower along the Stemmons Freeway, possibly closing the chapter on what council members have called an embarrassment for the city, according to a memo released Friday.

The city said it only conducted scant due diligence before purchasing the building, received no disclosures from the seller, only performed a surface level review of the building and failed to identify “significant deficiencies in major building systems.”

“This failure to properly evaluate the condition of the building prior to purchase put the city at risk and resulted in wasted taxpayer dollars,” City Manager Kim Tolbert wrote in the memo…
