Pomona Man Arrested for Petty Theft Under New California Proposition at Rancho Cucamonga Target

On Thursday afternoon, deputies from the Rancho Cucamonga Sheriff’s Station acted on a report of theft at a local Target, arresting 33-year-old Brett Michael Kaplan for petty theft with prior convictions; Kaplan, a Pomona resident, was detained and found with stolen items in his possession, according to the San Bernardino County Sheriff-Coroner Department.

California’s Proposition 36, known as “The Homelessness, Drug Addiction and Theft Reduction Act,” was brought into force late last year to reform laws from the earlier Proposition 47, Kaplan, who had been observed removing security devices and concealing items on his person, attempted to exit the store without payment was subsequently arrested under these new guidelines, which allow for enhanced sentencing and prevent cite releases before court appearances.
