SCHENECTADY — Police have charged a 19-year-old in the Wednesday shooting death of a 36-year-old on Van Vranken Avenue.
Schenectady police said Cecil A. Toland of Schenectady has been charged with second-degree murder, and felony criminal possession of a weapon in the death of Wilfredo Vasquez Jr. of Schenectady.
