District 4 candidate Edward Mungia is the only contender for an open City Council seat to escape a runoff this year.
Mungia, 32, easily overtook his four opponents, winning nearly 57% of the vote, according to unofficial results late Saturday. Candidates must secure more than 50% of all votes to win the seat outright.
