PORTLAND Ore. (KPTV) – Joseph Kelly bought his home on Mount Tabor during the height of the pandemic housing boom. The house, in his words, was “essentially a tear down.”
“We knew it was going to need a new foundation going into it,” Kelly said. “That was part of the reason it was still even on the market in 2021.”
