Man shot to death by Vancouver police in December had gun, identified as ‘sovereign citizen,’ report finds

An investigative report released Thursday sheds light on an attempted arrest last December that ended with a Vancouver police officer fatally shooting a man in the head in a grocery-store parking lot.

The Washington state Office of Independent Investigations authored the 99-page report, which describes the interaction between Adam Grant Gunderson and officers outside the Safeway store at 13719 SE Mill Plain Blvd around 10:50 p.m. on Dec. 4.

Gunderson, 45, was killed during a physical fight with officers Kyle Beguelin Flores and Seth Anderson that ended with Flores shooting Gunderson in the head multiple times, the report states…
