Red River Expressway on track, Shreveport Esplanade homeowners said they didn’t know

A planned privately funded roadway has caught owners of nearby properties by surprise.

The Red River Expressway, which is being funded by Alabama businessman Tim James, will connect La. 3132 and Flournoy Lucas to the Arthur Ray Teague Parkway in Bossier City. James hopes to make a return on his investment from a toll paid by vehicles using the bridge. Driving on the road itself will be free.

The route of the planned expressway travels south of Flournoy Lucas Road between high-value subdivisions Esplanade and Twelve Oaks before turning east toward Bossier Parish.

Residents of Esplanade, who packed a March 25 property owners association meeting, peppered Esplanade developer Tim Larkin and James with questions about why they were just hearing about the $115 million road that will be built adjacent to them…
