Video of Reading Police officer striking man prompts internal investigation

A video circulating on social media has prompted an internal investigation by the Reading Police Department after it shows an officer using force during an interaction with a man seated against a set of steps.

In the video, (watch here) a Reading Police officer is seen striking a man with his fist multiple times while repeatedly demanding identification. The man, who is reclined on the steps, does not appear to physically strike or confront the officer during the portion of the encounter captured on video. At one point, the officer appears to be attempting to pull the man up while also twisting one of his arms behind his back. The man’s hand rests on a nearby railing during the exchange. Toward the end of the video, the man appears to reach toward his pocket—possibly to retrieve identification—and begins to stand, with the officer positioned closely behind him.

The video has drawn community concern, leading Mayor Eddie Morán to issue a statement Saturday acknowledging the seriousness of the matter.

“A video circulating on social media shows a Reading Police officer engaged in conduct that is deeply concerning to our community,” Morán said. “The Reading Police Department, through its Office of Professional Standards, has launched a full investigation. This includes reviewing all available video footage — including body-worn cameras — as well as any other relevant evidence.”…
