HOUSTON — Residents of apartment complexes across Houston are reporting that elevators have been out of service for months, affecting their daily lives.
Most affected residents are elderly or disabled and have been forced to use the stairs, creating a hazardous situation. Lloyd Penn, 78, has lived in the same third-floor unit at a Medical Center apartment complex for 40 years. He said the elevator he relies on has been out since Dec. 31.
