Kitten abandoned in bag on side of road; local shelters overwhelmed with surrenders

CUMBERLAND COUNTY, Pa. (WHP) — A few animal shelters in Central Pennsylvania are reporting more animal surrenders year after year, and one is now overwhelmed after taking in a kitten that was abandoned on the side of the road.

It’s a growing issue and some of the animals are found in severe conditions. Jason Schwartz said he saw someone leave a cat on the side of the road in New Cumberland.
