Howell Township Announces New Framework for Eruvs

In recognition of the importance of religious freedom and the shared use of public space, the Township Council of the Township of Howell is taking proactive steps to accommodate outdoor religious enclosures, including Eruv Boundary Systems, within public rights-of-way (ROW).

The initiative comes in response to interest from religious organizations seeking to install Eruv Systems. Recognizing that the public right-of-way is a finite and valuable resource intended for safe and unobstructed public use, the Township is working to establish a clear, reasonable, and legally sound regulatory framework for such installations. This approach balances the public’s access to the ROW with the constitutionally protected rights of religious communities to express and practice their faith.

“The First Amendment protects freedom of religion and the right to utilize public spaces for religious expression,” said Joe Clark, Howell Township Manager. “We are committed to honoring these rights while maintaining public safety and infrastructure integrity.”…
