INDIANAPOLIS — A near north side neighborhood is demanding answers after neighbors say there have been miscommunications between city departments and utility companies, leaving their street in disrepair.
Deborah Smith lives on Orchard Avenue near East 38th Street and North Keystone Avenue. She says the issues began when notices appeared on doors in the neighborhood informing residents that pipe work would be taking place and they needed to move their cars off the street.
She says crews placed cones and appeared to begin preparing for work. But days later, the cones were removed and the project appeared to be halted with no explanation. She says the Department of Public Works then switched between telling her they would repave and resurface the roads…
