The Plano Planning and Zoning Commission considered rezoning 7.8 acres at Jupiter Road and Los Rios Boulevard on June 2 after the city acquired the site.
City Planner John Kim told commissioners the city purchased the land in 2023 following two failed residential projects. The property was first rezoned in 2016 for 22 single-family homes that were never built, then rezoned again in 2022 for 80 multifamily units that also were never constructed.
Planning Director Christina Day said the developments faced financial challenges, especially when addressing the nearby floodplain. The heavily sloped site is encumbered by floodplain and contains remnant agricultural structures, creating development challenges.
