Police decline to arrest man accused of ‘unusual and concerning’ behavior in neighborhood

WEST VALLEY CITY, Utah (KUTV) — Some neighbors in West Valley City expressed concerns after a man allegedly went knocking door-to-door and told a girl to get in his car.

A spokesperson for the West Valley City Police Department said an officer took a report for the incident, but “while they found the behavior unusual and concerning, his actions did not rise to the level of a crime.”
