D.C. Slaps Slumlord Sam Razjooyan With $2 Million in Fines and More Than 2,000 Housing Infractions

The D.C. Department of Buildings announced this week that it has issued slumlord Ali “Sam” Razjooyan more than 2,000 Notices of Infraction and nearly $2.3 million in fines across 81 of his D.C. properties.

The enforcement action comes after a multiday inspection effort that began in April, shortly after City Paper’s most recent reporting on the landlord’s dealings.

Razjooyan has become a notorious figure among tenants and housing advocates. In various court proceedings, he and his associates have been accused of inflating appraisals, falsifying loan documents, and scamming tenants out of their rights as buildings change hands or descend into bankruptcy…
