A Richmond woman, identified as Terri Lowtrice James, 61, has been charged with murder following the death of Carolyn Renee Brown, 66, also of Richmond. According to a press release from the Contra Costa County District Attorney’s Office, James is facing a murder charge under Penal Code 187a and a firearm enhancement for intentionally discharging a weapon, which resulted in great bodily injury and death (PC 12022.53d). She is also charged with being a felon in possession of a firearm (PC 29800a1), with special allegations due to prior felony convictions.
James is held on a $1 million bail at the Martinez Detention Facility, with her arraignment scheduled for next Monday, June 16, in Martinez.
