Corpus Christi housing scandal: Signed, sealed, and possibly illegal

CORPUS CHRISTI, Texas — The City of Corpus Christi is accusing the local Housing Authority of cutting secretive apartment deals that may have bypassed state law and now threaten to strip millions from the city’s tax rolls.

City officials say these agreements allowed apartment complexes to be designated as “affordable housing” removing them from the tax base but without any required sign-off from the city. The deals could now cost local taxpayers more than $3 million.
