Houston to propose ordinance banning sleeping on downtown, East End sidewalks 24/7

The city is preparing to propose a 24/7 ban on sleeping on sidewalks downtown and in the East End, said Larry Satterwhite of the city’s office of emergency management in a press conference Tuesday.

“The mayor is on board,” Satterwhite said. “With city council approval, we’ll say: Not anymore. Not in this area.”

Such a 24/7 ban would be a significant change to the current law, known as the civility ordinance, which bans people from sitting or sleeping on sidewalks from 7 a.m. to 11 p.m. within certain zones…
