CLEVELAND, Ohio – A job training provider and its director, already banned from working with Cuyahoga County after facing accusations of fraud, forgery and theft, may soon face criminal charges as well.
The county’s Agency of Inspector General has referred By Leaps and Bounds and its director, Amir Saleem, to the county prosecutor’s office for potential criminal charges after an investigation launched in 2023 found the nonprofit was charging for job training that it never provided.
The company was doing business through an Ohio Means Jobs Cleveland-Cuyahoga County (OMJCC), program administered by Greater Cleveland Works that helps county residents skill up and advance their careers. Providers can get reimbursed up to $6,000 in federal Workforce Innovation and Opportunity Act funds to cover the cost of the trainings…
