Over in El Paso, Texas, the annual Justice of the Peace and Constable Association Conference wrapped up with big news for Rockwall County. The JPCA, which met from June 23 through 27, announced that Rockwall has been selected as the host city for the organization’s 2027 event. In a press release, posted on the Rockwall County website, they detailed their triumphs at this year’s gathering.
One highlight included Rockwall County Precinct 3 Justice of the Peace Judge Mark Russo being named the Judge of the Year for 2025. Russo, who serves as Judge Advocate for the JPCA, on the Legislative Committee, and as an instructor for the Texas Justice Court Training Center, was recognized for his service. Celebrating the recognition, Russo said, via the Rockwall County website, “It is an honor to be recognized by the JPCA. I truly feel blessed to have a great staff and to work with excellent fellow Judges and Constables.”
The conference wasn’t just about handing out accolades. It also served as an opportunity for attendees, over 380 members strong, to rack up 20 hours of Continuing Education, a vital resource for those serving in the justice system.
