Ohio governor signs law banning law enforcement ticket and arrest quotas

COLUMBUS, Ohio (WSYX) — A bipartisan bill backed by police unions was signed into law Tuesday, banning law enforcement agencies from using quotas for arrests and citations.

Gov. Mike DeWine signed Senate Bill 114 into law Tuesday. A similar effort, House Bill 333, failed to make it out of committee in 2024.

Under the law, no agencies or municipalities may mandate a finite number of arrests made or citations, or maintain a formal or informal plan to use quotas as a basis to evaluate or promote an officer…
