Residents near ICE facility in Portland allege protest noise violations

PORTLAND, Ore. (KATU) — Residents living near the Immigration and Customs Enforcement (ICE) facility in South Portland are raising concerns about protesters allegedly using long-range acoustic devices throughout the day and into the late hours of the night.

Residents tell KATU News that demonstrators have been playing sounds over loudspeakers to emit highly intense sound. They say the sound is damaging their ears and their pets’ ears.

The City of Portland’s Noise Code defines a noise disturbance as any sound that “injures or endangers the safety or health of humans; or annoys or disturbs a reasonable person of normal sensitivities.” The code typically addresses issues such as excessive noise during late-night or early-morning hours, noise levels above allowable limits for certain areas, or continuous noise from activities like construction or amplified sound…
