The Environmental Protection Agency listed Eugene’s defunct J.H. Baxter wood treatment plant as a Superfund site, according to an unpublished ruling in the Federal Register.
The Federal Register, a journal of federal government actions, posts “unpublished” rulings as part of its formal publishing process. While changes can still occur at the unpublished stage, they are rare. The rule, scheduled to be published officially July 3, sets the stage for J.H. Baxter to become eligible for cleanup and more funding under the Superfund program.
