SAN DIEGO (FOX 5/KUSI) — The County of San Diego on Thursday posted a disturbing video of a dog being dragged behind a vehicle in Spring Valley.
The incident occurred around 5:45 p.m. near the 9100 block of Edgewood Drive, according to county officials.
