SPOKANE, Wash. — A major infrastructure project will begin Monday, July 7, affecting traffic in northwest Spokane along West Francis Avenue/Highway 291 and North Assembly Street.
The project involves installing a new water transmission main to connect the Low Water Pressure System to the Northwest Terrace Water Pressure System. This effort is designed to improve water service reliability and accommodate future growth in the area. The work is part of a larger multi-phase plan to upgrade the region’s water, sewer, stormwater, and traffic infrastructure.
Phase one begins at the intersection of Francis Avenue/Highway 291, Assembly Street, and Driscoll Boulevard, and will move west toward Rifle Club Road. Temporary closures and traffic disruptions will occur along various residential streets and intersections. Future phases of the project will include closures on Royal Drive, Lyons Avenue, Woodside Avenue, and Rifle Club Road near Francis Avenue/Highway 291 as the work continues westward…
