A man accused of riding off on a Washington, D.C., police bike while handcuffed, then running up to a restaurant rooftop, appeared last week in a Rhode Island courtroom where his lawyer said he had a different name, that of a man accused of assaulting a Rhode Island College worker earlier this year.
Federal court records show a man known as Ricardo Encarnacion was arrested in Rhode Island after a warrant had been issued for failing to appear at a hearing in Washington on charges related to his arrest there in April 2024.
In the arrest report for that incident, Washington Metropolitan Police officers claim Encarnacion ran from them when they tried to arrest him for drinking in public, then pushed an officer after being handcuffed and stole a police mountain bike…
