San Bernardino Tenants Organize Against a Slumlord Cartel Operating In San Bernardino

SAN BERNARDINO, CA– Tenants across San Bernardino are living in slumlord properties, with neglected maintenance and predatory practices linked to a complex web of property management companies operating out of an office on East Highland, including Bridge Management, Hightower, and PAMA Management. Despite numerous complaints, code violations, and lawsuits, the slumlords persist in their abusive predatory business practices. PAMA owns 1,304 properties in the City of San Bernardino. PAMA is owned by Mike Nijjar, an individual who continues to abuse California law, San Bernardino city ordinances, and the rights of city residents.

The scale of the operation is staggering:

  • Nijjar’s shell companies collect rent from 3,082 San Bernardino households.
  • Based on median rents ($2,500 for single-family homes and $1,560 for multifamily units), these operations extract an estimated $5.8 million per month ($69 million annually) from the residents of the City of San Bernardino alone. Statewide, they own 21,988 rental units.

Enough is enough. Years of complaints and legal actions haven’t stopped the cycle of neglect. We need community awareness and collective action to hold these operators accountable.
