Vanderburgh prosecutor will use new cats case to push legislators

EVANSVILLE — If Martin Haugland had only done it before, Prosecutor Diana Moers believes, she could deliver true justice to him for what happened to 10 cats allegedly in his care.

As was reported by the Courier & Press this week, Evansville resident Haugland faces 10 counts of Class A misdemeanor cruelty to an animal. An Evansville Police Department report tells of dead kittens packaged in a plastic bag in a freezer “as if they were just meat,” two long-dead cats found on a basement floor, maggots moving along the base of a toilet, premises covered in “brown matter” and an officer who threw up at the scene.

Haugland says he is innocent and that he wasn’t responsible for the cats. Moers said this week she will use the case as a springboard to push state legislators for tougher penalties for animal cruelty convictions and the ability to charge more cases as felonies…
