ROCKFORD, Ill. (WTVO) — Rockford Police arrested John Cowan, 30, for molesting two women at the Faust apartments on two separate occasions, according to court records.
On July 8, around 11:30 p.m., officers were called to the Faust Apartments on East State for a sexual offense. A witness reported that Cowan was following a woman around and touching her.
