(WHTM) — A cement spill caused backups on Interstate 83 Northbound east of Harrisburg for the Friday rush hour.
A PennDOT spokesperson said there was an incident on the ramp from Interstate 83 North to Interstate 81 South just after 3 p.m.
What that incident was, PennDOT says, is unclear, but wet cement was down on the highway…
