A person died after driving off Highway 4 east of Willow Pass Road in Concord on Monday afternoon, the California Highway Patrol said.
The crash was first reported at around 12:30 p.m., after the vehicle flew off the highway westbound and pummeled onto a former Navy installation now used by the U.S. Army, known as Military Ocean Terminal Concord.
The vehicle rolled onto the owner’s side as it caught on fire, officials said, and the passenger was pronounced dead at the scene. Highway 4 lanes were blocked off all afternoon…
