Another Chinese restaurant owner in Upstate NY detained by ICE: The owner of Kam Fung Chinese restaurant in Owego was arrested by ICE after living in the U.S. for decades following a 1994 deportation order. Roger Huang, 50, operated the beloved local restaurant for about 25 years while raising a family in the community. He is now in a detention center with “no legal remedies left to pursue,” according to ICE officials.
