TOLEDO, Ohio — A pig problem nearly two years in the making reached a turning point Thursday as city and county officials took action to clean up a west Toledo property where livestock pigs and their piglets have been living in the backyard.
The Toledo-Lucas County Health Department, along with City of Toledo Code Enforcement, executed a court-ordered abatement at 5105 Kellogg Road following months of complaints and a formal enforcement order issued by a housing court judge. That order, signed on June 17, 2025, gave officials the authority to enter the property and address nuisance conditions, including removing animals, if necessary.
Under Toledo Municipal Code Chapter 1705.05, keeping pigs within city limits requires a written permit from the Health Commissioner. The health department told 11 Investigates that no such permit has ever been issued to the residents, despite being advised on how to obtain one back in August 2023.
